What Makes a Renewable Project Construction Ready
The institutional definition of construction readiness — beyond nameplate capacity — and why grid connectivity alone has stopped being sufficient evidence.

The definition has tightened
For several years grid connectivity was treated as the decisive readiness marker in India. That assumption broke down in 2026: reporting indicated roughly 45 GW of projects holding transmission connectivity remained stalled on PPA execution, and about 43 GW of awarded capacity was still looking for a buyer. Readiness must therefore be evidenced across the whole file, and offtake carries more weight in the definition than it did three years ago.
1. Land
Full site control on registered instruments, a clean title chain, completed land-use conversion where required, secured rights-of-way for the evacuation corridor, and no material encumbrance or pending litigation on the parcels.

2. Interconnection
Granted connectivity and long-term access, bay allocation, an executed connection agreement where applicable, and a transmission element whose own commissioning schedule reconciles with the project schedule.
3. Permits and clearances
All environmental, forest, pollution control, aviation, defence and local approvals in hand and valid, with attached conditions identified and a compliance owner named.
4. Offtake
An executed PPA with an adopted tariff, or a documented and credible route to one. A Letter of Award without a signed PPA is a development position, and we say so plainly rather than describing such projects as construction-ready.
5. EPC and equipment
A signed or fully negotiated EPC contract with defined scope, liquidated damages and performance guarantees; named module, turbine or battery supply with delivery slots consistent with the schedule; and warranty terms backed by a counterparty with the balance sheet to honour them.
6. Financing
Identified debt with terms discussed at credit-committee level rather than indicative interest, and committed sponsor equity that is evidenced rather than intended.
7. Insurance and schedule
Construction all-risk, delay-in-start-up and third-party liability cover placed or quoted with a named broker, and a critical-path schedule reconciled against grid, offtake and supply milestones.
8. Data room
A complete, indexed and current data room. In our experience the state of the data room is the most reliable single predictor of whether a project reaches financial close on the schedule its sponsor describes.
